That is a source-backed requirement to preserve in your application file.

Where can applicants apply?
Work in Estonia lists three possible application routes:
- an Estonian embassy or consulate
- the Police and Border Guard Board in Estonia, if you are already legally staying there
- authorised VFS Global centres in selected countries
Work in Estonia also says processing usually takes up to 30 days and each application is assessed individually. Meeting eligibility criteria does not guarantee approval.
That last point matters. Keep the application timeline, but do not plan as if approval is automatic.
Does Estonia's digital nomad visa decide tax residence?
No. Do not collapse the visa and tax questions.
A visa can answer whether you may stay for a period. Tax residence asks a different set of questions.
